Dr. Robert Scott Russell recently completed a two-year tenure as
Contract Instructor for the U.S. Department of State Antiterrorism Assistance
(ATA) Program. As an instructor for the Office of Antiterrorism Assistance,
Russell provided training in police procedures that deal directly with
terrorism – including in such areas as maritime protections, building and
airport security, crime scene investigation, bomb detection, national leader
protection, terrorist incident response and more. Russell was an ATA instructor
from 2016 to 2018.
