Robert Scott Russell – a professional and resident of Naples, Florida – was once an undergrad student at Florida State University. As such, Scott enjoyed the opportunity to conduct an original research study concerning the population of all Florida Municipal Law Enforcement Agencies – a study to address such issues as: what level to place the use of Oleoresin Capsicum Spray within the force continuum, and what methods are taught concerning a level of ‘incapacitation.’

Robert Scott Russell – a former police officer with the Naples Police Department – enjoyed a long and successful career in public service. Over the course of his career in police work, Scott earned a number of command recognitions, a lifesaving award, a Phoenix Award and multiple letters of commendation. Scott now works as a Researcher in Law Enforcement and Public Policy and as a Certified Fraud Examiner (CFE).

Robert Scott Russell worked as part of the local law enforcement community for many years. A former officer with the Naples Police Department (1999-2001) and the Collier County Sheriff’s Office (2001-2017), Russell proved himself a dedicated civil servant, colleague and police officer throughout his career. 

 

Currently working as a Contract Researcher in Law Enforcement and Public Policy, Dr. R. Scott Russell of Naples continues to benefit from membership in a number of law enforcement associations – including the Police Executive Research Forum (PERF). A PERF Associate Member, Russell understands and shares in the organization’s commitment to advancing professionalism throughout the policing community – as well as:

•  Identifying best practices in basic issues of policing, such as the reduction of the use of force.
• Developing problem-oriented and community policing.
• Better utilizing technology to deliver police services to local communities.
• Evaluation of strategies that reduce crime. 

Russell also offers services in the areas of fraud detection, deterrence and resolution.
