Robert Scott Russell Naples: Research with the Florida Department of Law Enforcement

Robert Scott Russell of Naples has enjoyed the opportunity to work in the field of law enforcement for more than 21 years. Formerly a Patrol Officer and Detective with the Collier County Sherriff’s Office (2001-2017), Robert Scott Russell of Naples has devoted himself and his career to public service, and to serving and protecting the community to the best of his ability.

Early on in his career, Robert Scott Russell enjoyed employment at the Florida Department of Law Enforcement, working as a Criminal Justice Information Technician from 1994 to 1997. During his time as Information Technician, Russell earned the opportunity to conduct an original research study (FSU in conjunction with the Florida Department of Law Enforcement) that involved the entire population of every Florida Municipal Law Enforcement Agency. 

This research study looked to address issues involving 1) the level at which to place Oleoresin Capsicum Spray on the force continuum, and 2) the determination of the methods taught to law enforcement officials involving a level of “incapacitation.”


The findings of Russell’s research study were presented to the Florida Police Chiefs Association and were subsequently submitted for publication.
